The “Qualified Investor” immigration program was instituted by Executive Decree #722 of October 15, 2020. This new decree offers international investors an expedited opportunity to obtain permanent residency status in Panama through a process of only 30 days, by making a real estate investment of an amount equal to or greater than US$300,000.
✓ The program offers international investors a “fast-track” opportunity to obtain permanent legal residency status in Panama, which subsequently allows them to apply for Panamanian citizenship.
✓ The property can be new or resale, and the investor must maintain the investment for a minimum of 5 years.
✓ Under this program, the investor is not required to be present in Panama to apply for residency; the immigration application can be submitted by an attorney through a special power of attorney.
✓ The applicant must demonstrate sufficient income to support themselves and their family in Panama. This can be done through proven monthly income or a combination of savings and income.
✓ Foreign nationals have the option to invest in Real Estate, a fixed-term Certificate of Deposit, or a combination of both.
✓ In the case of dependents, the investment must be increased by US$2,000.00 for each one; this must be justified with a local bank reference.
Any foreign national who receives a retirement or pension from a foreign government, international organization, or private company, who enters the national territory and wishes to settle in Panama, may apply for permanent residency, provided they have the financial means to cover all their living expenses and those of their dependents in the country. The monthly pension may not be less than US$1,000.00 and must be granted for life.
